What machine initially requires 115 kV fed through 9 substations to three 13.8 KV primary feeders and 5 - 2,350 KVA - 13.8 kV emergency generators and in the end only requiring 36.8 volts and 250 milijoules of energy?

It's a gigantic dredge capable of of scooping 200 tons of silt from the bottom of a 75 foot deep marina. It just happens to be turned off at the moment, and all that is drawing current is a "power available" light. ;) :grin:
 
The idled Ford Wixom Assembly plant (Formerly the largest automotive assembly plant in the world, now vacant) I am sure someone left a light on somewhere.

Space shuttle launch pad.

Note the 240mJ number. Not milliwatts from a lamp burning somewhere, but milliwatt-seconds. This is the energy delivered to _each_ of the explosive charges in the bolts that hold the shuttle down at launch. The shuttle engines are ignited, and after they have been running for a few seconds, a total of 8 explosive bolts are blown to release the craft.

A google search for 36.8 volts found the answer.
