You never cease to amaze me.......ok to some degree I agree with 314.15 but 410.24....what is an electric discharge-luminaire?

HID.... High/Low Pressure Sodium.... Mercury vapor..... metal halide.... fluorescent.....


But to clarify, I mistyped. Again. It should have been 410.23.
 
Maybe electricians cost more than he does. In time he might get a fire from wires swinging in the wind and shorting. Bet he got help at big orange.

I would be concerned about one of the hot leads rubbing bare and energizing the whole metal awning, which may or may not be a "low impedance path to the sources" and some poor person coming up and getting killed touching the awning posts and the ground.
besides, is this a patient care area ? Did he run a redundant grounding wire ?
 
speaking of "maybe the dentist did it himself" I am always nervous when I see doctors holding power tools to drill people's body parts, since I have seen how they mangle a #2 phillips screw head on their own home DIY projects.
