NEC 110.26(A)(3) Permits 6" extension into Working Space but NECHB Exhibit 110.25 Taketh Away.

NEC 110.26(A)(3) is pretty clear in granting 6" extension of associated equipment into Working Space.
NECHB Exhibit 110.25 and test CLEARLY disallows the above.

What the heck.

Exhibit 110.25 if you notice the item shown is not within the required working space. It is above the 6 1/2 foot working hight.

Nothing in the exhibit takes away the 6" extension.

When I read the NECHB text, "Exhibit 110.25 illustrates the working space in front of the panelboard by 110.26(A). No equipment, electrical or otherwise, is allowed in the working space.

110.26(A) is permitting a presence of equipment in the working space. It does not change the working space.

Exhibit 110.25 and text above says NO, 110.26(A) says YES.

I know the handbook is not the Code.

Further - WHY does NECHB following 110.26(E) Dedicated Equipment Space even mention Working Space?
