NEC 110-3

Have installed a 460V service to operate a temporary, portable air conditioning unit in Las Vegas, NV. Inspector is siting NEC 110-3b as a discrepancy and will not approve meter for service. Does this section of the code apply to temporary, portable equipment/appliances? The a/c units were built using all UL listed parts and has a NEMA 12 rating on the control panel.

You have not provided enough detail of that exact method of wiring and materials used to connect this equipment. Obviously, the inspector feels the A/C's are not istalled per the listing and directions of use. Article 110 covers provisions for the entire NEC, unless modified in other sections of the code. Simply because it is a temporary service, it still must meet requirements of the code standards.
