Construction has installed two small dry type lighting transformers and Panelboards on a Unistrut rack directly below gas lines and air lines. There’s no liquid within these pipes - is this a violation of NEC 110?

The panel yes, the transformers no. The piping is in the dedicated equipment space unless it's greater than 6' above the panel.

The 2 transformers are stacked directly above the two Panelboards. The pipe runs approximately 2 feet above the two XFMRs at roughly 14’ above finished slab. The top of Panelboards are at about 6 feet + below the pipe - should be good to go
