I was told that in 2005 NEC a GFCI Receptacle is NOT required within 6 feet of water ( sink ). We have a brand new building that was turned over to us in April 2012 but ALL ELECTRICAL inspections were based off the 2005 NEC. We have 10 Pantries and 6 Lactation Rooms that have standard duplex receptacles installed at countertop height ALL within 6 feet of the sink. Is this permited?

You were told correct. If these pantries have cooking equipment you might still need the GFCI's though.

For non-dwelling units, that is generally correct. A requirement for GFCI within 6' of sinks was added in NEC 2008.\

2005 required them in Bathrooms, Commercial and Institutional kitchens, rooftops, outdoors in public spaces, and outdoors for heating, air-conditioning and refrigeration outlets.
