Having trouble getting the Inspection Authority to check for "DISH" or "DIRECT" TV Supplies, to check above grounding.
The Inspection Authority says that without a "Permit" they are not going to make these TV Supplies go by the Code. Any suggestions??

Not knowing where you are from, I can only give you info from where I am from (NJ)....communications are generally NOT inspected by the City as no permits are issued for this type of work.

I see two choices:
- Hire an independant inspection agency
- Call Dish/Direct TV and "ask" them to inspect (which they would probably take as a joke)

If something is in the NEC, should it not require a permit & inspection?

That is entirely up to each area that adopts the NEC.

An area could adopt the NEC and still not require permits, license, inspections for any work.

The FCC (47 C.F.R. Section 1.4 I believe) restricts local authorities from requiring permitting, plan review, and inspection of receiver dishes under 1 meter in size. This law also prevents code enforcement from enforcing zoning laws, community covenants’, and other issues such as wind-borne debris anchoring requirements. Check it out. I believe this law also states a licensed contractor is NOT required for the installation of these systems....
