This exception is for circuits operating up to 2400volts. For this exception, is the Code referring to volts to ground and not volts phase to phase?

Does this exception apply for a 4160/2400V system? 2400volts is the phase to ground voltage of a 4160volt 3 phase system. 4160/1.732 = 2400volts

Article 100 defines the voltage (of a circuit) as the greatest rms between any two conductors.

From what I gather the changes made in 2005 where to limit it to 2.4k phase to phase
 
Based on the code wording and the definitions, it applies to the phase to phase voltage and not the phase to ground voltage.

Reading the proposals and comments for this change, makes is clear that they intended the 2400 volts to be the phase to phase voltage.
