Is it the intent to interpret Title article to mandate a ground detector UL listed apparatus to be installed when an ungrounded AC system such as 480V nominal Delta "utility supplied" or "separately derived" system operates at not less than 120 Volts and not exceeding 1000 Volts?

The listed part might up to the AHJ (I've seen a lot of contractor built)... but the detection requirement is the intent of that section.
