Could we apply a section 705.12 (A) at solar - pv system intalation?
If yes, how backfead breaker shall be installed.
Main service is 200 Amp. And there isn't main breaker/disconnect.

690.64 actually refers you to 705.12 and all of that section would apply.
Is there no Main in or ahead of the service panel either one ?

No, and there is more than 6 breakers in panel. Panel is rated for 200 Amp. and engineer calls for 50 Amp backfead.
There is one 60 amp. In the middle and it connects just to busbar
It's a crazy looking one, I don't think that this is right
