Please see attached sketch. I have switchboard 2000A, 208/120V, over 6 ft with double working space at the front of switchboard, with single egress door out of the electrical room however at the back of switchboard have Panels A, B, C, D which are 200A to 400A 208V/120V three phase with 3 feet in clearance workspace.

Issue came up with inspector to provide unobstructed egress for worker working on Panels A,B,C,D in the event of incident happening on the front side of switchboard which can block the egress out of electrical room such as fire, arc faults, explosion that may block 2.5' space as shown on sketch.

However, inspector did not mention any code section or article to enforce. Does anyone know of any Nec 2014 articles for Panels A,B,C,D egress blockage?

The notion of "unobstructed egress" only applies to the "large equipment," your 2000 amp switchboard. The other panels in the room have the minimum required working clearance. No other rules apply.
