I have existing building steel that does Not qualify as grounding electrode per NEC 2014 section 250.52(A)(2). However the existing building steel also does Not qualify per NEC 2014 Section 250.104(C) is Not likely to energized.

However the grounding electrode system is configured in plans so that their is one GEC to steel and from steel bonding jumpers to other grounding electrodes. This is using steel as per NEC 2014 Section 250.68(C)(2).

However I am confused and anyone please help me out. So. even if steel does Not qualify per NEC 2024 Section 250.52(A)(2) and Not qualify per NEC 2014 Section 250.104(C) one can use steel as mentioned in NEC 2014 section 250.68(C)(2) or Not?
 
From the wording I would say it can:
(2) The metal structural frame of a building shall be permit ted to be used as a conductor to interconnect electrodes that are part of the grounding electrode system, or as a grounding electrode conductor.
