NEC 2014 Section 225.1 says article covers requirements for outside branch circuits and feeders run on or between buildings, structures, or poles on the premise: and electrical equipment and wiring for the supply if utilization equipment that is located on or attached to the outside of buildings, structures or poles.

I can see feeders run between buildings but what would be an example of feeders run on buildings? Does it include if panelboard is attached outside wall of building and from the panelboard feeders go underground come up and exterior wall of the building and enter electric room or not?

Yep.
Webster: situated on or near the exterior or external surface of something.
