I have outside feeder into building. The install does Not comply with NEC 2014 section 250.32(B) exception no.1. Understand 225.31 requires disconnecting means. The disconnect is going to have grounding electrode system at the building per 250.32(B) and feeds meter stacks.

Question: can the disconnect means be non fused safety switch or does it have to be fused safety switch?
 
There's no requirement for fuses or circuit breakers (though a circuit breaker can serve as one) at the disconnect. It can be a simple switch. See 225.36.
 
On a large feeder, you need to check the short circuit current rating of the non-fused disconnect. Many are limited to a maximum available fault current of 10,000 amps, however the upstream OCPD may change this. You need to look at the spec sheet for the disconnect that you want to use if the available fault current is higher than 10K.
