NEC 2014 section 630.15

I have arc welder transformer which is Not grounded due to NEC 2014 section 630.15. Their is no grounding electrode conductor from transformer secondary. Does the transformer need ground detectors or no ground detectors are required?

What makes you think it needs to be grounded? Did you even read 630.15?
