nec 2014 upgrading electrical panel

In a commercial building, I want to add a panel and re-feed a transformer. The building was built in the fifties or sixties so everything is not code compliant to todays standards. Where in 2014 nec does it say I would be responsible for bringing the transformer up to code?
 
It doesn't. Whether older parts of an installation can be 'grandfathered' or not depends on the local authority.

Now it may be that the wiring to the transformer is no longer considered by the NEC to have the same rating as when it was installed. So if you are replacing any of the equipment or the wiring that feeds it you may have to reduce the overcurrent device rating or install larger wire. Generally speaking anything that you decide to touch you will likely have to bring up to code.
