Are we to be enforced to -- any device (switch/receptacle) within 5' of a hydromassage tub will have a 8# cu in each outlet box containing such devices that bonds to the device non current carrying parts? which includes the EGC for the branch circuit? Has there been a increase of injuries

As I read it, if not separated from the tub by permanent barrier, yes. Agree: this indirectly includes the branch circuit EGC.
