I looked at the definition in NEC 2017 Article 517 but not sure. Would governing body mean practicing doctor of the healthcare space?

If it was a small healthcare space it could be a single person, even the janitor. Most states I have worked in even small hospitals are governed by the state and larger ones by the state and JCAHO

The person or persons who "have the overall legal responsibility" are listed with the states secretary of state on the corporate registration. Bord of directors, corporate officers etc.
