NEC 2020 690.13(A) PV System Disconnecting Means

The location of PV disconnect needs to be readily accessible to unqualified persons per NEC 690.13 (A). We have placed the PV disconnect in the electrical room. Does this mean we need to move it to outdoor location or somewhere that anyone can access?
