NEC 2023 Handbook Exhibit 230.7

Greetings,

Can someone please explain the difference the difference between Exhibit 230.3 and Exhibit 230.7 (which I am attaching here under Fair Use), specifically:

1. Why does Exhibit 230.7 invoke the 230.2(B)(1) permission? If there's only one (1) service drop, couldn't I use 230.40 Exception 1 and avoid having to obtain "special permission"?
2. If there are two (2) groups of service disconnects in two (2) different locations fed from one (1) service drop, how does Exhibit 230.3 count as one (1) service and Exhibit 230.7 count as two (2)? Does it matter that

I did this to make it easier to see both graphics.

My confusion in 230.7 is I thought 2 service drops meant 2 services and 1 drop meant 1 service. How can one drop supply 2 services. I must be mistaken about that.
