Is there anything in the NEC that prevents me from using a 208 volt circuit (2 hots + ground) to feed multiple 208 volt twist lock devices located on separate floors in a office building (NYC). The overall load is less than the rating of the circuit.

I don't think either of the code sections cited above can answer your question. The simple answer is "No." There is nothing in the NEC that would prohibit what you are suggesting.

I don't believe there is a code provision that specifically prohibits feeding 208V receptacles on multiple floors from the same circuit.

There might be an issue with feeding the utilization device from a receptacle though. There are not a lot of 208V single phase loads in a typical building that would be allowed to be fed this way.

I am guessing a heavy duty floor polishing or carpet cleaning machine. Maybe even one designed for 240 but usable on 208?

I kind of got the impression from the OP that both outlets might be in use simultaneously which suggested to me something connected more permanently.

The OP was fairly vague about what he was up to, so it is hard to know. If it was something as innocent as a carpet cleaning machine one would think he would just have said so rather than being as vague as he was.
