NEC 210.52 (E)(2) Required Receptacle

NEC 210.52(E)(2) requires a receptacle to be installed for every multi-family dwelling unit located on the ground floor ONLY of a multi-family building. Presumably this is supposed to be on the tenant's power. Does anyone know what the intention is or what purpose this receptacle serves and why would they only be required on the ground level? Out of all the apartments i've done, i've never ran into this and out of all the apartments i've been to, I dont recall ever seeing this. Seems like an odd code.

I assume they are for the ground floor tenants use on their deck or patio, etc. I also assume they are to keep extension cords from running out the door or window.

Upper level tenants are covered by E3 which requires receptacles on decks or balconies.

According to the handbook, you can switch them with a switch inside the tenants appt. if anyone is concerned about unauthorized use.

You will note that the article just before that one requires the same thing for single and two-unit dwellings.
Does anyone know what the intention is or what purpose this receptacle serves and why would they only be required on the ground level?
I think it is for electric lawn care tools. They don't want you to have to run an extension cord through a doorway or window, in order to use the electric hedge trimmer.
