NEC 220.87 additional loads

I have project in a condo/apartment building. We are remodeling the kitchen in one of the condo units. We will be adding a microwave to the kitchen.
The AHJ requires calculating the additional load and refers to NEC 220.87 and 90.4.

That article allows for determing existing loads using actual load data over a one year period.

I don't understand. Can I just provide the load calculation under 220.40?
 
Yes, if it fits within the calculation. If the calculation says you are maxxed, in reality you probably arent and can use 220.87 to save you if you have the data.
