NEC 220.87 and 220.54

Building wants to know how many electric dryers can be added to a existing 400 amp fuse feeding 51 apartments.

Can article 220.87 be used together with article 220.54?

In other words, can I use article 220.87 to find the max demand and then use 220.54 to find out how many electric dryers can be added?

Plan check is your AHJ with final say so, but wont look at your proposed plans without payment of fees.

The point of this thread is to see if this method I proposed is common knowledge that I wouldn't have to go to AHJ

If you use 220.87 to determine the existing load, I don't see any reason why you can't use the dryer load calculation to determine how many dryers can be added to the existing service.

I just never really seen an example of someone using 220.87 with article 220 tables. If code doesn't say it's not allowed, then it's allowed in my opinion.
