NEC 225.30 - Tenant Disconnect Screen Wall

I am designing a multi-tenant shell building right now, and the plan was to provide a utility screen wall that's separate from the building to house the trough, disconnect, and meters. The screen wall is not connected to the building but is only separated by 5ft or so (with a sidewalk between). I'm getting some flack from plan review saying that we can't serve the building from this trough under 225.30 since it's considered a separate structure. Does anyone have any feedback on this, as well as some possible exceptions or recommended solutions to get around this?

The only thing I could think of was adding a main disconnect to the trough and grouping extra disconnects on the wall of the building to satisfy NEC 225.30(B), but this seems so redundant and pointless considering the service trough is literally 5ft from the building....

What’s stopping you from just putting it on the building? Are you trying to get your service built and hooked up while they are still working on the building?
