if i have

1. a 19 unit townhouse building
2. 10 individual meters are located about 30ft away from the building on a concrete pedestal (not meter center with main disconnect)

is that a violation of nec 225.30? does that code also apply to townhouses?
for condos, i usually put a meter center with a main disconnect in the building wall.

Townhomes are considered separate structures even though they are attached. Every project I have seen has individual services at each unit not a single service with multiple meters. Since the exterior of townhomes is typically under the HOA control you could install a multi meter service with feeders to each unit but the feeders would need to be routed outside not through the units.

If the project you are describing has individual feeders running to each dwelling unit with a disconnect at the unit I don't see any issues.
