NEC 230.40 exception #3 allows a service drop serving a single family dwelling to also supply a separate structure. Is a guest house, which by NEC definition is a dwelling, also a ?separate structure??
IMO, Yes.
(not sure about your POCO, but, locally one of ours won't allow a
service conductor from their meter to go underground to a separate structure without OCP... no idea why)
