I look at these two NEC sections and I see a conflict. 230.46 state's:

Service-entrance conductors shall be permitted to be spliced or tapped in accordance with......

While 240.2 state's:

...a tap conductor is defined as a conductor, other than a service conductor,
that has overcurrent protect ahead of it's point of supply...

In one case service conductors are permitted to be tapped such as when multiple disconnects are used. In the other they are not defined as taps because there is no overcurrent protection ahead of them. Perhaps NEC 230.46 should be rewritten?

The definition of "tap conductors" from 240.2 does not apply to other Articles it only applys to Article 240.

If a definition applys to more than one Article that definition should be located in Article 100.

Your welcome.:)

Here is the scope of Article 100.

ARTICLE 100 Definitions
Scope. This article contains only those definitions essential to the proper application of this Code. It is not intended to include commonly defined general terms or commonly defined technical terms from related codes and standards. In general, only those terms that are used in two or more articles are defined in Article 100. Other definitions are included in the article in which they are used but may be referenced in Article 100.
Part I of this article contains definitions intended to apply wherever the terms are used throughout this Code. Part II contains definitions applicable only to the parts of articles specifically covering installations and equipment operating at over 600 volts, nominal.
