NEC 230.6 Service Conductors - Outside a Building

Im hoping to get some opinions on NEC 230.6. I have a situation with a meter on the ground level of a residential building, and the main service disconnecting means would be on the exterior (2nd level) about 15 feet away +/- on an exterior service platform with permeant ladder. The intent is to get the service disconnect above flood.

Being that the service conductors never actually enter the building, and instead are routed on an exterior wall after the meter, would these conductors be considered "Outside the Building"?

230.6 Is below but I feel as though this section is mostly applicable or written for cases when the service conductors pass through the exterior footprint of the building.

Conductors shall be considered outside of a building or other structure under any of the following conditions:
  • (1) Where installed under not less than 50 mm (2 in.) of concrete beneath a building or other structure
  • (2)Where installed within a building or other structure in a raceway that is encased in concrete or brick not less than 50 mm (2 in.) thick
  • (3)Where installed in any vault that meets the construction requirements of Article 450, Part III
  • (4)Where installed in conduit and under not less than 450 mm (18 in.) of earth beneath a building or other structure
  • (5)Where installed within rigid metal conduit (Type RMC) or intermediate metal conduit (Type IMC) used to accommodate the clearance requirements in 230.24 and routed directly through an eave but not a wall of a building

Yes, since they're physically mounted to the outside of the building.

I've wondered if there is a code section that actually states explicitly that the service conductors must be run on the outside of the building or is it merely implied by some other section.
