NEC 230.67(B) Exception

I have a 2000 amp service that has numerous commercial loads and then after several panelboards down the line, feeds a 125 amp panel in a dwelling unit.

I am trying to determine if I need the surge protection at the service or just in the panel in the dwelling?

the exception is not clear as to where the SPD can be placed. it states "at each next level distribution equipment downstream", does that mean every panel downstream in the direction of the dwelling unit, of the service if not located at the service?

I believe you can have surge protection just for the panel at the feeder.B) Location
(B) Location.


The SPD shall be an integral part of the service equipment or shall be located immediately adjacent thereto.
Exception:
The SPD shall not be required to be located in the service equipment as required in (B) if located at each next level distribution equipment downstream toward the load.
