NEC 230.95, 215.10, 240.13

Currently discussing some code questions with co-workers, and I thought I would bring in the reliable Mike Holt's Forum community...

Utility supplies 15kV to a Service disconnect within a building. From the disconnect feeders hit a 15kV to 480/277V transformer with a 1600A disconnect for distribution there on.

Does the 1600A disconnect receive ground fault protection in accordance with 230.95, 215.10, or 240.13? We are going with 215.10, but we're curious the "interpretation" from others.

It is a feeder so 215.10 would apply. But why is there a question as no matter as the end result is the same.
It may be silly, but we only considered the need for GFP on "Service" equipment. The discussion was heading towards no GFP because the disconnect was not the service disconnect. We overlooked 215.10. 😬😬😬
