I have one existing electric utility coming into existing building and second new electric service is being called in the same building. None of the conditions nec 230.2 apply excepty by special permission of AHJ. So my quesrion does nec 230.2 services apply to electric utility service before calling to AHJ for special permission?

I don't understand the question.

You might start by seeing if the utility would even provide you with a second service with the same characteristics. Why not just upgrade the existing?
Does nec 230.2 number of services conditions apply to electric utility service?

That is exactly what 230.2 is talking about. A service is either the service lateral or service drop so only one is allowed unless you meet the exemption

So how come NEC Article 230 is regulating electric utility? Doesnt electric utility follow nesc not nec?

Look at the definition of a "service".. It starts where the utility wiring stops. NEC is not regulating the utility.

Line side of utility meter is it not utility's? Cable conduit everything clearance regulated by nec 230? Including number of services?

you are exactly right a utility can run as many drops or laterals to a building as a costumer request.

Had a tanning salon move into a building with a single phase 200 amp under ground service lateral, the needs for power exceeded the service size. The owners went to the utility and ask if they would just give them a 200 amp service drop to get them extra power. The utility said sure we will do that.

It never happened when they went to pull the permit they where told one service is all that The NEC allows.

The service disconnect is the equipment that disconnects the building electrical system from the utility
the NEC is enforced when it comes to the number of services and types at a building

Most utilities have regulations requiring a buildings service equipment to be in compliance with the NEC

example of a utilities req.

The Company will connect only one set of service conductors to each separate dwelling (single or
part of a multiple unit), apartment, farm, commercial or industrial establishment as one customer
through one meter or one unified set of meters. Therefore, customers will typically be served at
one voltage at either single-phase or three-phase, but not both. If the service location is occupied
by several customers, each customer may have one meter for each class of service rendered. All
customer installations shall conform to the NEC and local codes. Parallel runs of service cable
extending from Company-owned equipment to multi-position meter centers should be avoided and
require prior Company approval.

Upon request and if Company approved, a second service may be permitted based on the
exceptions listed in NEC Article 230.2. A permanent plaque or directory shall be installed at each
service drop or lateral, or at each service equipment location. It shall denote all other services on
or in that building or structure, and the area served by each.

I think you would have to look farther than one utility or the NESC as to why a utility is given a monopoly in a particular area.

The short answer is your local or state governement, the NEC and NESC have no control over how many utilities may be licensed to provide an area with services.
