Is an outlet considered a wiring device? I see a number of outlets for sale on amazon that do not have a green, hexagonal grounding screw.

An outlet is where electricity can be accesses, such as a receptacle outlet or a lighting outlet.

A receptacle is a device, as is a switch. You seem to be describing a non-grounding receptacle.
