Attached gnd jpeg I have ground bar numbered #4 shown on riser. The ground bar is shown as located in service pull/junction box. The pull box/junction and all the equipment shown on riser is in an electrical room shown below riser. Pull/junction box would not be guarded by lock. My question is the following:

NEC 250.64(D)(1) says ground bar needs to be accessible. Which installation would be considered accessible ground bar in the pull/junction box as shown or ground bar in the electrical room outside of the pull box/junction?

Does the ground bar have to be in an enclosure if inside electrical room but outside junction box or can be it without any enclosure?
