Can the following connector be used to connect and bond equipment grounding conductor to the trough bus bar inside trough? is it NEC 2014 or NEC 2014 section 250.8 code compliant or not?

Lay-in style lugs are used for that application all of the time. That would fall under 250.8(A)(1).

I heard that pass through lug one attach post #1 attachment is extremely hard to apply proper torque to without the lug turning on bus bar. Is that correct or incorrect?

You could grab the lug with small Channellocks while tightening.
