Contractor pulled a #2AWG, 3C with ground Teck90 cable (direct burial) from the main building to a 120/208 4Wire distribution panel. They should have pulled a 4C with a ground.

It so happens that there is a spare PVC conduit that was also installed in the same trench. Can I use this PVC conduit to run the Neutral conductor to the distribution panel??

If so, am I in violation of NEC 300.20?
 
This is a long shot since you didn't specify amperage, but could you set a 208-208Y/120 transformer ? Might be a cost-effective way to bail out of this situation.

Is there any chance your "ground" could become the neutral
(do you need the ground per 250.32?)
 
I was just told that the spare pvc conduit is 2", so we will just go ahead and pull 4 single conductors (#2) and ground in this pipe and be compliant.
