The above nec section state's the following:
"Underground raceways and cable assemblies entering a handhole enclosure shall extend into the enclosure, but they shall not be required to be mechanically connected to the enclosure."
For the 2008 code an additional exception was added to NEC 300.12. The exception states:
"Raceways and cables installed into the bottom of open bottom equipment, such as switchboards, motor control centers, and floor or pad-mounted transformers, shall not be required to be mechanically secured to the equipment."
Perhaps a similar change should be considered for NEC 314.30(C). I mean it can't be helped. A handhole enclosure with a closed bottom would have to be mechanically connected to incoming underground raceways and cables. Besides you would still need an equipment ground to set up an effective fault current path.
