NEC 400.8

I do pre-approvals for kiosk designs going into Malls. One inspector from Wisconsin has stated that the s/o cord from the main panel-box to the floor receptacle is in violation of NEC400.8. Not having a code book, I'm not certain why he has brought this up. This is a temporary unit. I didn't design this unit, and our installers have never had this issue raised with them before. What specifically does 400.8 refer to, and what possible violation could he be referring to ?

400.8 Uses Not Permitted.
Unless specifically permitted in 400.7, flexible cords and cables shall not be used for the following:
(1) As a substitute for the fixed wiring of a structure
(2) Where run through holes in walls, structural ceilings, suspended ceilings, dropped ceilings, or floors
(3) Where run through doorways, windows, or similar openings
(4) Where attached to building surfaces
Exception: Flexible cord and cable shall be permitted to be attached to building surfaces in accordance with the provisions of 368.8.
(5) Where concealed by walls, floors, or ceilings or located above suspended or dropped ceilings
(6) Where installed in raceways, except as otherwise permitted in this Code

There is the code and from what you wrote you are attaching this to a main panel and routing it through a floor to where it is going to be used. Apluase aplause to the inspector for making you do it right.
