406.11 would apply to mulitfamily dwelling units and units that have the features of dwelling unit as defined atricle 100 of the nec.

There is no exception in Washington Electrical Rules chapter 206-46B for TR receptacles, so any rule in the 2008 NEC applies, as the above post stated, if its a dwelling unit this rule applies.
