Couple of questions to understand context:
Save you a lot of effort in doing what?
Why would it matter what UL would think?​

I've used this section to build a custom control panel in lieu of having the panel built by a NRTL qualified panel shop. If you are doing something else - I definitely need the context

In my case, the local AHJ rep requires that I follow every 409 item to the letter. This includes doing an SCC rating calculation if there are any power circuits feeding the panel. No incoming power circuits, panel only contains only control circuit components (see 409.2 Definitions) - no SCC calc required ( as per the exception you noted)
