NEC 410.14 (B) Access to Boxes

I was wondering if you could explain the intent of NEC Article 410.14 (B) which concerns "access to boxes" for connection of electric-discharge luminaires? The article states that "luminaires surface mounted over concealed outlet, pull, or junction boxes shall be installed with suitable openings in the back of the fixture to provide access to the boxes." How would this pertain to surface mounted fixtures in a covered parking garage where the outlet boxes are recessed into the concrete ceiling? If the fixture covers the box, are there any special requirements that must be met?

I believe the code is intend for an electrician to be able to access a j-box without removing the fixture. Wall packs come with access holes to be mounted over j-boxes. It definetly makes it easier for me on service calls and troubleshooting,tracing circuits. :p

The intent of the section is that if an electric-discharge luminaire is mounted over an outlet box, access to the branch circuit wiring within the outlet must be provided within the luminaire itself. Basically, the opening in the light fixture would need to be effectively the size of the opening of the outlet.

I hope a florescent doesn't fall into this category?
I know of many that only use a chase nipple in the back of the fixture that the circuit wires are brought into the fixture where they are made up to the ballast wires.
