Code:
440.14 allows the disconnect for an air handler to be on or within the air handler. Does this mean the disconnect can be behind the front access panel and only visible when the panel is removed. We find air handlers constructed from the factory both ways. If the disconnect is outside the unit I don't have to install a separate disconnect, but if the disconnect is inside the unit do I have to install a separate disconnect or does the inside disconnect meet NEC??

The word "within" would seem to imply that the disconnect can be located inside of an access panel. I too have seen factory installed disconnects inside the unit, but it's always been a hinged panel. You would not need tools to open it. The Code does not specify this, but it does say "readily accessible".

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to climb over or remove obstacles or to resort to portable ladders, and so forth.

BB, as you described is the rule here: if the disconnect is accessible without tools, no external disconnect is required.

Allow me to rephrase: if you have a disconnect accessible on the outside of the unit, either exposed or under a door, you don't need an external disconnect.

Remember that the disconnect only has to be " readily accessible from the air-conditioning or refrigerating equipment". The equipment is inside the enclosure so the disconnect can be there too.
