An AHJ referenced 445.19, simply indicating the installation complied.
I've read 445.19 and checked the 2008 analysis of code changes...it's not even mentioned.

I do not understand the need for this paragraph being added to the Code.

The two permitted methods for supplying multiple loads from a generator would seem to cover it all.

Any body know the reasoning behind adding this paragraph to the code?

For clarification. From Stallcup's Illustrated Code Changes:

Author's Comment: The supply tap box on generators is not generally designed or manufactured with multiple devices to serve separate circuits for emergency loads, fire pumps, legally required standby loads, and optional standby loads. This new section clarifies that the disconnect(s) may be provided using a single feeder from the generator set to separately mounted enclosed disconnects providing separation of the emergency and standby circuits or a distribution switchboard that separates emergency and standby load disconnects in different vertical sections.
