NEC 450.23(B)(1)

Hi guys, I am looking at the above NEC section and I see something that I don't understand. NEC 450.23(B) pertains to outdoor installations of transformers. However NEC 450.23(B)(1) references Type I and Type II buildings. How do the buildings come into play if this is an outdoor installation?:?
 
The material of construction of the building (i.e., whether it is non-combustible and whether there is a protective measure, such as fire proofing, in place) has an influence on whether you can put a transformer on the roof, or how close you can put a transformer to the side of the building, or whether you need to take extra measures to prevent a transformer fire from becoming a building fire.

So I take it that the mention of Type I and Type II construction in NEC 450.23(B)(1) is for the possibility that the transformer may be mounted on a roof?:)
