NEC 514.11 Motor Fuel Dispensing

I have the following attached drawing. The emergency shutdown switch contactor red region is shown ahead of the Panel F supplying dispensers data, communication, Submersible Tank Pump and dispenser pump. Would this configuration be complaint with NEC 2014 514.11(A)?
