:? By requiring that grounding connections to be bounded by not less than 10 AWG. Does this mean that the electrical wire feeding an electrical outlet of medical patient's room, must be not smaller than 10AWG? And therefore, all electrical conductors feeding said outlet must also be 10AWG?
 
No, the #10 equipotential bonding conductor in 517.14 is only for tyeing the common panels feeding a patient care room together, however, a #10 to the receptacles may be of some help at times in meeting the less than .1 ohm equipotential requirement in chapter 4 of NFPA 99 between receptacles and conductive surfaces.
