NEC 517.17 vs NEC 700.27

NEC700.27 strict interpretation includes selective ground fault coordination throughout. However, NEC517.17(B) requires that ground fault SHALL NOT be provided on the load side of an ATS. This is due to the possiblity of nuisance tripping on source transfer downstream of the ATS.
How do you reconcile these two sections? The ATS is for the essential emergency circuit in a hospital.

There is no conflict, article 517 is not modified by anything in article 700.

Article 517.17(B)(1) requires two levels of ground fault and that these must be on the line side of the normal power source to the in order to meet 700.27.
