If a portion of tenant restaurant lets say dining room has 100 or more people then that portion shall be have wiring methods per NEC 518. What about the entire tenant space, total occupant load of dining, kitchen, and all other rooms come to 100 or more people then what should be per NEC 518? The individual branch circuits to dining room, kitchen be per NEC 518?

Overall building with all rooms has 100 people but not the individual rooms. Does that mean the entire building needs to be wiring method 518.4 including individual rooms?
