Define NEC 551-2 applicable to: as a unit that is primarily designed as temporary living quarters (a temporary residence). Is a 432 s.f. motor home covered by NEC and what agency (state-county) is responsible for? What other NEC applies to the 120/240V internal wiring/circuitry?

A motor home is different than a mobile home. The motor home is readily moved from one recreation area to another. Art 551 states it is involved with the conductors that connect recreational vehicles to the electrical supply.

Most states take a hands off approach to the wiring on the interior of RV's as they are a manufactured type structure and have listing and or labeling that states they comply with the requirements they are supposed to, I have never seen one without a manufacture seal on the outside of it.

here is what the NEC states about Labeled:
From article 100
Labeled. Equipment or materials to which has been attached
a label, symbol, or other identifying mark of an
organization that is acceptable to the authority having jurisdiction
and concerned with product evaluation, that maintains
periodic inspection of production of labeled equipment
or materials, and by whose labeling the manufacturer
indicates compliance with appropriate standards or performance
in a specified manner.
