NEC 610.31 & 32 Interpertation

I would like to know the intent on the requirements of NEC Article 610, Section IV: Disconnecting Means.

Section 610.31(1) requires the runway conductor disconnecting means is placed "within view" of the runway contact conductors. For numerous cranes, the runway conductors are located in excess of 50 feet above the ground floor level which makes it impracticable to meet code. What is the real intent of this requirement? NOTE: CMAA "Consensus of the National Electrical Code" Brochure dated 1996 defines "within view of" for section 610.31 as "The equipment shall be visible form a specified location, but without a distance limitation."

Section 610.32 allows monorail hoist or hand-propelled crane bridge installations to omit from having a disconnecting means given they meet three requirements. For a monorail hoist that meets these requirements but has a disconnecting means that is not readily accessible and does not provide means to open the power circuit to all motors from the operating station, can the disconnecting means still be omitted?
